Attendance:  Mayor Apking,  Mr. Albrinck, Mr. Puthoff, Mr. Ranz, Ms. Smiley-Robertson, Mr. Vonderhaar, Mr. Lohmeier, James Jeffers, George Snyder, Chief Gary Foust, Jim Bothe, Chief Rick Cruse, Sandra Murphy

I.      "Committee As A Whole"- Both Council Committees reviewed the hiring procedures for the new Police Chief with Chief Foust.


Attendance:  Mayor Apking, Mr. Albrinck, Mr. Puthoff, Mr. Ranz, George Snyder, Chief Gary Foust

II.     Police

1)      DARE Results evaluation by parents rating the effectiveness of the program.  Strong feedback supports continuation of program.
2)      Police Vehicle update- Both new cruisers are in and expect to be in service by early July.
3)      Street parking-review
4)      Tina McCormick- Graduation on 6/4, state certification on 6/10 and will be in uniform when she has passes state certification exam.

1) Taxable Fringe Benefits                                              
        1) Uniform/Clothing - anyone who receives reimbursement for non-uniform 
        clothing - taxable, safety items non-taxable, police/fire uniforms              
        non-taxable, non-uniform items, t-shirts, non-uniform pants - taxable.  
        Pat Ernst/Kaye Oakes - clothing taxable                         
        2) Cell Phones - personal calls taxable                         
        3) Automobiles - Police/Fire Vehicle exempt- Service vehicle taxable    

                                                                
2) Evendale Commons Note                                                
        1) Interest rate adjusted to 3.3% effective 5/28/09                     
        2) Interest is payable monthly - will need appropriation to cover               
        Anchor/Miller Valentine will be making payments to us to cover interest 
                                                                
3) May Financials                                                       
        1) $250,000 surplus in May, Cash/Investments 5/31/09 $18,263,191.79     
        2)Year End Projections - $1,312,190 loss                                
        3) Earnings Tax - see attached monthly budget                   
                                                                
4) Preliminary Tax Budget                                               
        Tax Budget used to set property tax rates.  Budget as presented sets rate a -0-
        2009 Estimate will be updated to end of June projections prior to being voted on
        in July
